Hidden Agenda: Creation of the North American Union
Global Trade, Transportation and Logistics May Take a Big Step by 2010 for New Americans

In order to truly grasp the following, required reading is a must of the Council on Foreign Relations (CFR) sponsored report titled, "Building a North American Community" dated March 2005 and the Fraser Institute (FI) pdf report "The Case for the Amero" dated August 1999.
The 109th Congress (2005-2006) has created and passed legislation to support the implementation of the North American Union (NAU) without any address to the public of it's paralleled direction and intent of their legislation. The CFR report outlines recommendations that "should be pursued now"  to advance the NAU and "long term steps to be implemented by 2010". (see page 7 of the CFR report)

Security and Prosperity Partnership Of North America - SPP.gov
George W. Bush, Vicente Fox of Mexico, and Prime Minister Paul Martin of Canada (since replaced by Canadian Prime Minister Stephen Harper) unveiled a blueprint for a safer and more prosperous North America when they announced the Security and Prosperity Partnership (SPP) of North America on March 23rd, 2005 in Waco, TX.
The SPP touts the developing of a new strategy aimed at reducing market distortions, facilitating trade and promoting overall competitiveness through innovation and increased market development. 
In reality it is the creation of fodder to feed the beast, which is the North American Central Bank that is to be implemented once the North American Union is implemented in 2010.
Amero dollar
It has been said when the North American Monetary Union is created (CFR target date: January 1, 2010), Canada, the United States, and Mexico will attempt to replace their national currencies with the Amero dollar.  (See the Fraser report introduction.)
The national central banks of the three countries will be replaced by the North American Central Bank that will be ran by the Federal Reserve. (see page 14 of the CFR report)
Open Roads
The CFR report further addresses what should be done by 2010 with emphasis on dramatically diminishing the need for the physical control of cross border traffic, travel, and trade within the new NAU. (see page10 and 25 of the CFR report.)
Imagine as a Truck Driver having to make a team run from the southern ports of Mexico to Quebec, Canada and back using only one currency and no inspections to delay you. You might say to yourself, no thanks. However many Mexican drivers would rejoice at the opportunity. If the creation of the North American Union (NAU) goes thru as perceived, it could be a reality.
National ID card, passport legislation, and immigration reform.
Efforts by President Bush to reform the Social Security plan ran out of gas, however the underlying effort was to parallel the recommendations of the CFR report (page 27) that would allow tax benefits for Mexicans. 
Other issues that are in motion is the national identification card and the mandatory use of passports at border crossings. 
The Real ID Act hands the Department of Homeland Security the power to set standards and determine whether state drivers' licenses and other ID cards pass muster. Back ground checks were made mandatory to obtain certain endorsements on a commercial drivers license.
Emphasis has been placed in the CFR report to expand temporary migrant worker programs from Mexico. (see page 27 of the CFR report.) The transportation industry has tried relentlessly to solve the professional driver shortage in America. In 2010, the problem may be solved by using Mexican labor.
Executive Order: Task Force on New Americans
On June 7th, 2006, President Bush issued an executive order. The order reads: "In order to strengthen the efforts of the Department of Homeland Security and Federal, State, and local agencies to help legal immigrants embrace the common core of American civic culture, learn our common language, and fully become Americans.
The order is to establish The Secretary of Homeland Security (Secretary) which shall immediately establish within the Department of Homeland Security, a Task Force on New Americans.
