Yellow's Approved Change of Operations Not To Be Implemented
Costs of Implementation and Completion of Hagerstown Facility at Issue.

The Yellow Transportation Change of Operations ( MR-PS-CO-01-01/2007 Premium Service and MR-SE-CO-02-01/2007 Service Enhancement ) will not be implemented at this time according to correspondence from the Vice President of Labor Relations. 
The letter indicates that Yellow has decided not to implement either of the approved Changes of Operations due to the timely construction at one of the sort facilities that must be completed prior to opening. In addition, senior management at Yellow is reviewing the contingencies written in the decision on the PSE Change along with the agreements that were forced to be put in place.
The letter also indicated that it must be determined if the costs of implementation can be overcome with the additional revenues the Company would expect to see by offering the more competitive services.
